Ellen and Jeff will provide a national overview of Autism Medicaid Waiver Programs that were established by section 1915 (c) of the Social Security Act. HCBS waivers began in 1981 to encourage alternatives to institutionalization by waiving certain federal Medicaid Requirements to provide community support services to beneficiaries who would otherwise require institutional care. They will discuss what is currently available in several states and, identify key areas of concern that need to be improved. ""

Jeff Sell has been blessed with four children, Natalie (17), Ben and Joe (16 year-old twins with autism), and Gracie (12). Jeff is the Vice President, Advocacy & Public Policy for the Autism Society. He has served as the 1st Vice Chairman of the Autism Society's Board of Directors, the Chairman of the Autism Society's Government Relations Committee and Director of Chapters & Membership. Jeff presently serves on the Professional Advisory Boards of New York Families for Autistic Children (NYFAC) and he is the Vice President of the World Autism Organization (WAO).

Ellen Blackwell, M.S.W.

Ellen Blackwell is a geriatric social worker and Health Insurance Specialist at the Centers for Medicare & Medicaid Services. Working primarily on long-term care issues, Ellen helps States improve the quality and consistency of home and community based and mental health services delivered through managed care systems. Ellen represents CMS on the Interagency Autism Coordinating Committee. She founded the Howard County, Maryland chapter of the Autism Society and has a 22 year old son with an Autism Spectrum Disorder.
